Why often called similar, yet insufficient to simplify as merely a "Turkish version"

Visibility criteria reference the 2016 Turkey Congress, particularly the 8° elongation and 5° crescent altitude thresholds.

However, Muhammadiyah's guidelines frame those criteria within a complete system: single global mathlak, contemporary hakiki hisab, universal day change, no-anticipation-of-conjunction rule, and the PKG2 mechanism.

More accurately: Muhammadiyah adopts the Turkey 2016 visibility parameters, then situates them within the more comprehensive KHGT guidelines grounded in jurisprudence and astronomy.

The key difference is not merely numerical parameters but the calendar framework itself. KHGT targets one day one global date; local models still accept the possibility of inter-regional differences.
